Downgraded universities: ’What went wrong?’

The upgrade of some colleges of education to universities was a good thing, but the way it was done suggests the lack of proper planning in the entire process. First, we need to ask ourselves if infrastructures and enough human resources were put in place or mobilised before the questionable upgrade
